「給食費未納」ですが、学校事務員をしていた経験から、なんで近年問題が浮上したのか心当たりがあります。

理由は二つ。ひとつは金利の低下。以前は銀行に入れていると、支払いまでにはソコソコの利息がついたので、未払いの分に補填できたらしいです。

もうひとつは会計報告。昔はけっこードンブリ勘定だったのだけど、いまは一人当たりの教材費などをきちんと計算して年度末に報告している学校が増えています。なもんで、昔はあまった教材費を給食費に流用ってことが、まあ可能だったわけです。

昔も今も「ただ乗り」する家庭は若干はいました。ただ、昔はなんとか補填できたけど、いまはそれが難しいから、問題が顕在化したんです。
